Gambling License Application Rejected: What Regulators Are Actually Checking For

Between roughly 20% and 40% of first-time gambling and iGaming license applications are declined, and the reasons are rarely arbitrary. Regulators are screening against a specific, well-documented set of criteria, and most rejections trace to one or more of: insufficient capital reserves; opaque ownership or undisclosed backers; directors or shareholders with undisclosed history; weak AML policies or inadequate KYC procedures; missing player-protection tools; or no required local office, unresolved litigation, or an incomplete business plan. A decline is a specific, addressable finding, not, on its own, a permanent bar to licensing.

How LTB Resolves It

LTB is retained to review the application against the regulator's actual criteria before resubmission, clarifying ownership structure, strengthening AML/KYC documentation, and, where needed, engaging the local counsel and compliance specialists in our network for the specific jurisdiction. Where the underlying jurisdiction itself is a poor fit for the business, that's addressed first rather than resubmitting into the same refusal.
